- Admiral Hideho Wada succeeded Vice Admiral Kichijiro Hamada as the commanding officer of the Ryojun Military Port (previously known as Port Arthur; now Lushunkou, Liaoning Province, China), Kwantung Leased Territory in northeastern China.
